The Home and Community-based Services (HCS) Program is a Texas Medicaid Waiver program providing long-term services and supports to children and adults with intellectual and developmental disabilities (IDD) — empowering meaningful lives in inclusive community settings across Texas.
Administered by the Texas Health and Human Services Commission (HHSC), the program helps individuals live in community-based settings rather than institutional facilities.
Eligibility is determined by the Local Intellectual and Developmental Disability Authority (LIDDA) and Medicaid approval.

Ongoing collaboration with Service Coordinators, therapists, and healthcare professionals.
All clinical and day services are provided by licensed or approved contracted providers as authorized by the individual's IPC.
